As Vice President, Security, Jay is the Cybersecurity and Risk Advisory Lead for Blue Mantis, bringing over 25 years of experience as a business leader and Information Security professional.

He was instrumental in architecting and establishing one of the pioneering managed services companies at InteQ Corporation, which was later acquired by CA and CSS. Following that, Jay co-founded Compliance Process Partners (known as Service Catalyst after being acquired by PwC), where he served as president and Chief Information Security Officer (CISO). Service Catalyst specialized in IT transformation, Cybersecurity, Governance, Risk, and Compliance (GRC), as well as ServiceNow implementation.

During his time at InteQ, Jay developed the Global Information Security practice, ensuring alignment between compliance and regulatory requirements (such as GLBA, SOX, NIST, SOC-2, ISO 27K) and various aspects including financials, technology, processes, organizational culture, and third-party vendors.

At Service Catalyst, he spearheaded and oversaw organizational transformations across various domains such as Information and Cybersecurity, Operational Readiness, BCP/DR, Incident Response, ITIL/ITSM, among others. These initiatives were successfully implemented at esteemed institutions including UMB Bank, TJX, Harvard Business School, Logan Airport/Massport, BB&T Securities, CDM Smith, Mass State Lottery, Department of Revenue, Executive Office of Health and Human Services, Tufts University, Princeton University, and more.

In preparation of the Affordable Care Act, Jay developed and enhanced the operational readiness practices of the State of Vermont (SOV), focusing on Security Incident Response and ITSM practices such as Change, Configuration, Release Management, and Event Management for their Vermont Health Connect services. Collaborating with various service providers and agencies, he took charge of SOV's security Plan of Action and Milestones (POAM) following the identification of deficiencies during a security control assessment.

Jay was the virtual CISO for Dunkin’ Brands International (now Inspire Brands) managing a wide range of Cybersecurity and compliance related activities including building the Vulnerability Management program, SOC/SIEM practices, third-party security risk, red team testing & overseeing security within their 8000 stores.

Before joining Blue Mantis, Jay was the Client Solutions Director and Cybersecurity Practice lead for Advizex Technologies and additionally led their Emergency Incident Response Team and provided oversight for all Cybersecurity and compliance risk assessments.

Jay holds certifications in the following areas: ISACA CISM, ISO 27000 Advanced, ITIL Intermediate certs. Strong knowledge of ServiceNow ITSM, ITOM, Security Operations and GRC.
